What you need: (affiliate links)
G Hook
– 1 Skein of #4 Medium Weight Self Striping yarn (Lion Brand landscapes) (Red Heart Unforgettable)

Abbreviations: (American Terms)

Ch – chain
Sc – single crochet
Dc – Double Crochet
Sl st – Slip Stitch
St – stitch
Sk – Skip

Gauge: 12 sc = 3″

Ch 35
1. Sc in 2nd ch from hook. Sc 33. Turn. (34 sts)
2. – 57. Ch 1. Sc in each st across. (34 sts)

Shell Flap:
58.
Ch 1. Sc in same st. *Sk 2 st. Dc 5 in next st. Sk 2 sts. Sl st in next st* work 5 times. Sk 2 sts. Dc 3 in last st. Turn. 
59. –  71. Ch 1. Sc in same st. *Dc 5 in the sl st from previous row. Sl st in the middle of the next shell. * work 5 times. 3 dc in the last st. Turn. 
Tie off.

Construction:
Fold the bottom up so it touches the last row of sc. Join yarn at the bottom of the right side. Sc up the side, going through both layers. Sc up the side of the shell rows. Tie off.
Repeat for the other side. Weave in ends.

Join yarn at the top of the 3rd shell. Make a ch 130. Sc in 4th ch from hook. Sc all down the chain. Join at the bottom of the ch and tie off. Finish off the tie with a tassel (try the method used here) or pom-pom at the end of your tie (using the 3 skipped chains).
